Feel sorry for

Next doors dogs, right my neighbours have been away two weeks now and have once again left their dogs at home, ok so someone comes to let them out throughout the day etc however I dont think its right to leave them like this or as often as they have been doing, so far since Jan this year they have been away for a whole month leaving the dogs. Its not as if anyone goes in and spends any time with them throughout the day they are jsut fed/watered and left out in the yard for hours on end which I think is wrong.
